Position Summary

The Deputy City Clerk assists the City Clerk in managing the official records and administrative functions of the City Clerk’s Office. This position supports city council operations, maintains public records, ensures compliance with state and local regulations, and provides administrative and customer service support to city officials and the public. The Deputy City Clerk may act on behalf of the City Clerk in their absence.

This class works under general supervision, independently carrying out delegated job functions. This position reports to the City Clerk.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Assist the City Clerk in preparing agendas, minutes, and supporting materials for City Council and committee meetings.
  • Attend City Council meetings when required and record official proceedings.
  • Provide clerk support to City Board’s which may include attending meetings and recording official proceedings as needed.
  • Assist with the maintaining and organization of official municipal records, ordinances, resolutions, contracts, and other legal documents complying with record retention.
  • Assist in managing the city seal and authenticating official city documents.
  • Ensure compliance with open records laws and respond to public records requests.
  • Assist in posting legal notices and publishing required public meeting information.
  • Assist City Clerk with municipal elections.
  • Provide customer service to residents, businesses, and city staff regarding records and city procedures.
  • Perform notary services and certify official documents when authorized.
  • Act as City Clerk in the Clerk’s absence when assigned.
  • Perform other related duties as required.

Minimum Education and Experience Requirements:

  • High School Diploma or GED and an equivalent combination of education, training and experience.

Knowledge, Skills, and Abilities

  • Strong organizational and records management skills.
  • Ability to accurately record meeting minutes and maintain official documentation.
  • Excellent written and verbal communication skills.
  • Ability to handle confidential information appropriately.
  • Proficiency in Microsoft Office software.
  • Comfortable speaking in front of large crowds for City Council meetings and Community engagement events.

Certifications and Licensing (Preferred or Required)

  • Notary Public certification or ability to obtain within a specified timeframe.
  • Certified Municipal Clerk or ability to obtain certification.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Ability to become proficient in records related software.

Working Conditions and Physical Demands

  • Work is typically performed in an office environment within City Hall.
  • Requires occasional walking or standing.
  • Ability to lift record boxes weighing 10 pounds or more on a regular and recurring basis.
  • Bi-weekly evening meetings attendance required for City Council meetings.
  • Additional evening meetings may be required to assist other City boards or committees.
  • Regular interaction with elected officials, City staff, and the public.
  • Mandatory Bi-Annual Training Conferences.
